First thing i would do is contact AMA and figure out what kind of legalitys are involved. After that just put out flyers, find or use an existing field you have access to.

Legalities are minor.
You need 3 current AMA members, and a place to fly.
$30 charter fee, a few pieces of paper to fill out and a stamp will have you done in short order.
The AMA has a club charter kit in the downloads section as a .pdf file.
The most difficult portion is getting landowner information for the insurance, and keeping a membership roster.

If you dont get the club going at least consider their park pilot program.

Safety is not optional.

Sounds ideal! Like Wayne said, get in touch with the AMA and they will put you on the right track. The hardest part of starting a club is finding somewhere to fly, and you've already got that part sorted!

Its really easy to get started. I am working with the local hobby shop right now and we are gong to start a 400 club. So many guys flying alone..

97% of all new helo pilots never get out of a hover! Clubs with solid mentoring programs could easily drop that number! Thats the goal of the 400 club..

i like that...400 CLUB. pretty cool. kinda like the 700 club? hah.

once i spent several hours on the sim one week. then went out and hovered, FF, and nose it. got pretty high up, did a loop, and decided that was so much like the sim that i'd do a TIC TOC. boy was that nuts. real life is SO MUCH FASTER. i did the tic and part of the toc, then BAM. ground. pretty funny stuff. then i went home and increased the "speed" of the sim to 125%. it helped lots. still can't do a tic toc, but my extra sensory perception is getting better.
